The US does not give its partners the status of such a strategic partner overnight.
This takes decades of work.
The concepts of strategic ally/strategic partner should not be confused.
Armenia and the USA are far from being strategic allies.
It is not necessary to underestimate or overestimate the status that the USA gave to Armenia by signing this document.
The signing of this document was coordinated by the transition team with the returning Trump administration.
This is not a document signed between Armenia and the Biden administration, this is an interstate document signed between Armenia and the United States.
This is not the achievement of the administrations of Biden and Pashinyan, and if it is presented that way, you can be sure that the Trump administration will say, go ahead and implement it with Biden.
How did such a document come to be signed?
The signing of this agreement was made possible by the active involvement of Armenia in the fight against international terrorism in the 2000s under President Kocharian (see Defense Minister Serzh Sargsyan) speech-justification in the National Assembly regarding joining the international anti-terrorist coalition), Armenia's involvement in international peacekeeping missions, as well as As a result of the deepening of Armenia-NATO and Armenia-USA relations in the 2010s.
