"The Ministry of Labor and Social Affairs presented the draft "On approval of the procedure for providing care and social-rehabilitation services to persons with disabilities through state certificates" for public discussion.
Starting from 2019, based on the results of the competition, care or social rehabilitation service is provided to the beneficiaries either in the SNOCs under the Ministry of Labor and Social Affairs, or on the basis of the grant agreement, by certified organizations (certification is not yet mandatory for the provision of social rehabilitation services).
It is noted that these organizations serve a certain area and in practice there are cases when no social service is provided in any community or region. Since 2023, the functionality evaluation system has been operating in Armenia. As a result of the functional assessment, the beneficiary's individual service program is drawn up, where the necessary and offered social services are reflected based on the assessed needs of the disabled person.
Therefore, the need to re-evaluate the needs of the beneficiaries by the regional centers of the service is absent and leads to additional administration. Experience shows that the beneficiary needs to be given the opportunity to choose the service he needs from this or that service provider, taking into account his place of residence, conditions, etc.
Speech therapy, psychological, ergotherapy, kinesiological or adaptive physical education, deaf children training, typhlo children training services should also be provided as a separate service, because a large part of people with disabilities may not attend a day center, but need to use separate services.
Thus, it is proposed to provide home care and social-rehabilitation services from January 1, 2027 only through state certificates. In order to ensure coordination and control in the field, it is necessary to provide the possibility of providing social services defined in the project only to organizations that have the right to engage in such activities, which have signed a cooperation agreement with the Ministry of Labor and Social Affairs.
