"The international agenda for the prevention of genocide and other crimes against humanity is more than important today, considering that the geography of these crimes is expanding under the conditions of civilization and development of the 21st century. As a result of the efforts of the Diaspora and the newly independent Republic of Armenia, dozens of states and international organizations have recognized and condemned the Armenian Genocide.
But Turkey not only continues to deny the historical fact of the Armenian Genocide, but also continues to support Azerbaijan, which made the Artsakh Armenians the target of genocidal crimes, first keeping them under a total blockade, then turning them into targets of aggression and deporting them.
And in this matter, it is very important not only to fight against Turkish denial, but also to make a political and legal assessment of the actions of Azerbaijan, and this can happen within the framework of the development of the genocide prevention agenda. And the format of global forums "Against the Crime of Genocide" can be effective from the point of view of drawing the attention of professional circles and the international community again to this topic. It is noteworthy that in 2015, the UN General Assembly adopted the resolution initiated by Armenia to declare December 9 as the International Day of Remembrance and Dignity of Genocide Victims and Prevention of Genocide Global Forums Against the Crime of Genocide held in 2015, 2016, 2018 and 2022.
This year, from December 12 to 13, the 5th Global Forum "Against the Crime of Genocide" will be held in Yerevan under the title "Strengthening the effectiveness of international mechanisms for early warning and early response to genocide and other crimes".
It seemed that special preparations should be made by the Ministry of Foreign Affairs and other responsible structures of the government for the organization of this important event, but, as you can see, it is a desperate situation. It was necessary that along with professional circles, figures and high-ranking representatives with great influence in foreign legal, diplomatic and political spheres were also invited to the forum.
But it is not known whether such persons were invited or not. There are only a few days left to the Global Forum, but yesterday neither the normal agenda nor the specific speakers were known. This reality is telling in itself. The concept of the event was also posted on the forum's website only in the English version, and the Armenian part was empty. You don't have to be an expert to notice that the concept of the global forum is very poorly designed.
There are some general provisions in it, but there is nothing in terms of specific facts, and the sad thing is that in one place there is a reference only to the Rwandan genocide. However, it was necessary that, within the framework of the event, special attention should be paid to the fact that until today Turkey continues to deny the Armenian Genocide, refusing to face its own history, which paves the way for the repetition of such crimes.
And it is very surprising that in the concept of the event there is not a single word about the subject of Artsakh, when specific international crimes have been committed against the people of Artsakh, and the international community was unable to prevent them. In other words, there is the best opportunity to raise very important issues and convey important messages to the international community and the expert field through the initiative of the author's Global Forum, but it is not done. There is an impression that the Global Forum has turned into just a formal event, which has fallen on Armenia's "neck" and will have to be carried out. However, a different approach from the RA authorities was not expected, because in a number of directions they also joined the genocide denial campaign.
It is no coincidence that the person holding the position of RA Foreign Minister declares that the international recognition of the genocide is no longer a priority for Armenia. Nikol Pashinyan, in his turn, urges us to refrain from mentioning Western Armenia, to forget about historical Armenia and to give up our roots altogether.
Thus, the RA authorities satisfy Turkish-Azerbaijani demands. If this continues, one day there may be a general demand to avoid discussing the topic of the Armenian Genocide at all costs."
