The "Zhoghovurd" newspaper writes: "According to pro-government sources of the "Zhoghovurd" newspaper, Nikol Pashinyan has ordered to accelerate the discussions on the draft constitutional amendments. The authorities aim to put the draft to public discussion already by the end of November.
According to "Zhoghovurd," discussions on this matter are continuing within the CPP Bureau, and an extraordinary meeting of the Bureau is planned for the upcoming Sunday, chaired by Srbuhi Galyan. Our pro-government sources say that one of the key topics of the meeting will again be the draft constitutional amendments, the timelines for advancing it, and the organization of the parliamentary process.
According to our pro-government sources, Nikol Pashinyan wants to complete internal discussions on the draft as quickly as possible. Accordingly, within the government, a scenario is being considered whereby the draft constitutional amendments will be presented to the public before the end of the year, or in a more ambitious timetable, already by late November.
"Zhoghovurd" reports that after that, the authorities plan to put the draft to public discussion, then present it to the parliamentary opposition, and move the process to the National Assembly.
According to pro-government sources of "Zhoghovurd," the CPP calculates that it will be possible to gain the support of 5-6 opposition MPs to advance the draft in parliament.
This calculation is based, according to government sources, on the expectation that some opposition MPs can be persuaded to allow the final decision on the draft to be made according to the established constitutional procedure.
Nevertheless, it is still unclear with which opposition forces or MPs the government representatives place their hopes, and whether any agreements exist regarding such support.
In short — a serious test awaits the opposition factions."
