After the well-known events of November 4 and the arrest of Samvel Karapetyan, the gathering of a group of opposition members near midnight, as was said, had been planned in advance. It was supposed to be led by Samvel Karapetyan, leader of the Strong Armenia party. The "Strong" faction believes that the authorities arrested Karapetyan on that day in order to sabotage that gathering. Narek Karapetyan also announced at night that an important event was expected — referring to the meeting at Samvel Karapetyan's house of representatives from about a dozen opposition forces, which was followed by a statement from political forces. Participants included representatives of the "Hayastan" and "Strong Armenia" alliances, "Hayakq" (The Armenian National Congress), "Country to Live", the Republican Party of Armenia (RPA), the Armenian National Congress (HAK), "Heritage", "Democratic Alternative", "New Epoch", "United Armenians" and the "Together" movement, who declared that, realizing the seriousness of the fateful challenges facing the Armenian people and Armenian statehood, and despite differences in approaches and disagreements on several issues, they announce the formation of a nationwide consolidation, specifying the primary goals: "Rejection of the imposed Aliyev Constitution, Peace without unilateral concessions and territorial losses, Protection of national identity and the Armenian Apostolic Holy Church, Restoration of democratic freedoms and rights." The political forces are ready to unite their efforts to foster an atmosphere of public unity on national issues and to confront the challenges facing the country. They also call on other forces, public and social figures to join this format of national consolidation. We learned that the gathering lasted more than two hours; although the invited forces were previously presented with the meeting's agenda and purpose, the attendees discussed in detail so as to reach full consensus regarding the wording of the statement. We also clarified what was discussed outside the statement at this gathering. The joint position of all forces was that it is necessary to bring a breakthrough in the constitutional amendment process and not allow Nikol Pashinyan to use legal mechanisms to achieve acceptance of the Aliyev Constitution.
To this end, several tasks are outlined as upcoming actions. The first is to prevent Nikol Pashinyan, through repressive measures, from successfully achieving acceptance of the draft constitutional amendments in parliament by "kidnapping" votes. It is known that the Civil Contract (CC) party does not have a constitutional majority, and 7 opposition votes are needed for the constitutional draft to be put to referendum.
It is assumed that a propaganda terror campaign against the opposition will soon begin, portraying the opposition as being against the preservation of our statehood and accusing them of leading the country into war.
It was outlined that the opposition's task should be to jointly counter these actions and this propaganda. The second task is to ensure significant public pressure so that Nikol Pashinyan cannot repeat October 2, 2018, by blocking the National Assembly to pressure the deputies through that means. The third task is that if the issue still reaches referendum, the united opposition must fight against election fraud to prevent the authorities from committing violations during the referendum, as happened during the 2026 nationwide elections. They agreed to jointly express positions on other priority issues in the future.
