Several owners of food establishments operating in the capital contacted us and reported that recently they have been receiving massive fine notices from the city hall, alleging that their food outlets operated past midnight without notifying authorities and thus operated in a different tax regime. It is known that food establishments operating after midnight are taxed differently. However, these owners assure that they worked only until 8:00 PM. This concerns shawarma shops, bun-khachapuri stores, and similar establishments, and the fine amounts to 200,000-300,000 drams, which is not a small amount for them. Entrepreneurs who have tried to contest these fines asked for evidence, and the city hall directed them: go and dispute the fines through legal procedures.
But not everyone can afford to hire a lawyer, pay for their services with the fine amount, and risk losing to a government institution when challenging unlawful decisions. Meanwhile, the city hall is simply funneling money into the budget out of thin air to spend millions on various concerts and shows.
