Hakob Arshakyan, who was excluded from the CP list, leaves the political front line with what property? "People"

"Zhoghovurd" daily writes:

"Zhoghovurd" daily newspaper studied what assets Hakob Arshakyan, the deputy president of the National Assembly, leaves the National Assembly with, who was left out of the KP pre-election list and does not even participate in campaigns. While his possible "political break" is being discussed in political circles, "Zhoghovurd" daily newspaper tried to completely restore the official's property and income picture, starting from 2018 until the last declarations of 2025.

"Zhoghovurd" daily newspaper wrote that "many CP officials came to power with one-line biographies, who managed to change 3-4 positions in almost 8 years, enriching their biographies." Hakob Arshakyan is also one of those officials."
And who was Hakob Arshakyan, the Deputy Speaker of the National Assembly before the revolution? In 2010-2014, he worked as a systems engineer for the "National Instruments" company, and in 2014-2017, he was the regional manager of the "Alliance" partner program. This is how Arshakyan's biography was before the revolution. And after the revolution, he held almost 5 positions. January-May: founder, executive director of "Araxis Engineering" company. 2018. May-October: First Deputy Minister of Transport, Communication and Information Technologies of RA. 2018-2019: Minister of Transport, Communication and Information Technologies of RA. 2019-2021: Minister of High-Tech Industry of RA.

in 2021 On June 20, he became a deputy of the National Assembly on the CP list, then on August 4 he was elected the deputy speaker of the National Assembly. Arshakyan also carried out active activist activities and highlighted these points in his biography. 2008-2012 was a founding member of the "HIMA" initiative, in 2012, the president of "HIMA" NGO, in 2014 was a member of the coordinating group of the "Against Mandatory Pension Payment", "I'm Against" movement. During the brawl in the National Assembly on July 8, he pushed the assistant of an opposition deputy who was 7 months pregnant in the corridor. How has the wealth of the Deputy Speaker of the National Assembly changed? The 2021 annual declaration shows significant financial flows.

His annual income amounted to more than 31.4 million drams, of which about 18 million drams came from the sale of property, and the rest from salaries in state bodies. In the real estate department, it is noted that the official has apartments in the Davtashen administrative district of Yerevan, one of which was purchased and the other was acquired on the basis of a donation. During the year, he also expropriated an apartment in a transaction worth around 18 million drams. There is no data in the declaration about vehicles. Regarding financial means, it is noted that the balance of his bank accounts decreased during the year, from around 3.4 million drams to around 293 thousand drams.
Amounts, including dram and foreign currency savings, are also presented in the cash section. According to the 2022 declaration, Arshakyan's annual salary was 11,186,806 drams. At the end of the year, his bank balance was around 398,800 AMD, and his cash was 10,000 USD and 4 million AMD.

He continued to own the apartment in Davtashen, and in terms of financial obligations, a mortgage debt of around 4.5 million drams was recorded. There were no other major property changes during the year. According to the data of 2023, the income of the Deputy Speaker of the National Assembly amounted to 17,207,526 drams. This amount included salary: 13,881,648 AMD, income tax refund: 3,295,878 AMD and insurance compensation: 30,000 AMD. At the end of the year, the bank balances decreased, some accounts became zero, and the cash amounts amounted to about 2.5 million drams and 9.5 thousand dollars.

Credit obligations at the end of the year amounted to around 5.5 million drams. The property structure has been preserved: Davtashen's apartment and Jrvezhi's plot. In the 2024 declaration, his total income was around 18.3 million drams, mainly from the NA staff and income tax refunds. There were about 756 thousand drams in bank accounts, about 2.5 million drams and 9.5-10 thousand dollars in cash. Credit obligations amounted to about 4.4 million drams. In the property structure, Davtashen's apartment and the Jrvezhi plot acquired in 2023 were preserved. The 2025 declaration already shows more active property movement. During the year, Arshakyan sold the apartment in Davtashen for 40 million 800 thousand drams, and in June of the same year he bought a new apartment for 28 million 250 thousand drams. In addition, he bought a 2024 BYD brand car worth AMD 17 million 439 thousand.

At the end of the year, the new apartment and the Jrvezhi garden remained in his possession. Financially, in 2025, his annual income was 21 million 32 thousand AMD, the main part of which, 17.8 million AMD, was received from the NA staff, and the rest from income tax refunds and teaching activities at Yerevan State and Russian-Armenian Universities, about 194 thousand AMD. At the end of the year, his cash resources amounted to 10 thousand dollars and 2.5 million drams, the bank balance was about 503 thousand drams. Credit obligations amounted to 32.6 million drams, and during the year, around 2.4 million drams were allocated to repayment of loans. The repair costs exceeded 9.8 million drams.

Thus, after the 2018 revolution, Hakob Arshakyan, who held high government positions, ends his politically active period with a significantly changed property and financial picture. If before coming to power, his biography was mostly limited to the positions held in the private sector, then in the last seven years he managed to occupy a number of key public positions, simultaneously forming a new structure of real estate, cash and credit obligations. Whether being excluded from the KP pre-election list will mean the end of his political career or just a temporary pause, is not yet clear, but the declarations document the property and financial condition in which he is leaving the active political front line."
