The fact that the office of the RA Representative for International Legal Affairs is the structural unit of the RA Prime Minister's staff, does not mean anything.
It was a gross mistake to make the unit part of the Prime Minister's staff, especially in the case of the current government, for which political interests are dominated by state interests.
