Therefore, I suggest that the government take effective steps to adopt the above-mentioned project.
2.2 Different Armenian commercial banks 2024 They received financial resources from European, American and other structures to lend to targeted targets in Armenia (according to open sources, women, young people, villagers, immigrants in those programs). Forced displaced people who have decided to deal with SMEs are fully considered beneficiaries of these programs. Therefore, I suggest negotiations with Armenian commercial banks within the framework of these programs and subsidize the RA state budget by at least 14 percentage points, emphasizing businesses based on production industries and communities.
2.3 Agriculture in Artsakh was quite developed. Some branches, even several times, were technologically developed than in Armenia. The large population mass was engaged in agricultural activities. Taking into account the experience of the people of Artsakh in agriculture, the use of their potential in Armenia is needed.
But the question arises: where can the people of Artsakh agriculture agriculture, as the land fund of the arable lands of the Republic of Armenia is occupied and privatized? True, there are statements of specialists that 200-220 thousand. He is a plotted arable land, but it is in crude. In addition, the owners are dead and even inherit have not been taken. This arable land fund is fragmented and problematic and are needed for years so that these issues are resolved. The question here is where to find land.
In order to solve this problem, we can help increase the Fund of Aragatology in Armenia at the expense of stony pastures and other agricultural lands, which are mainly state property and make thousands of hectares. Even for this program, long-term financial resources can be attracted from the International Bank or other international financial institutions.
Therefore, I suggest that the government make grounds for improving lands in community lands and provide it to forced people from Nagorno-Karabakh, on which the people of Artsakh will deal with intensive agriculture.
In all economic programs, which are implemented by the RA Ministry of Economy, the first step is the decision of the creditworthiness of Armenia's commercial banks. Forced people from Artsakh have a problem with creditworthiness. In addition, the status of refugee has a negative impact on the issuance of a business loan. It means that these programs are unavailable for those who are forcibly displaced from Artsakh.
I would like to add that my compatriots who have been forcibly displaced from Artsakh are not able to use and spread to other social groups living in Armenia. Please don't understand my suggestions as personal requests and solutions in different ways and solutions. I and I have difficulty with our knowledge, experience and human qualities, but we can solve our personal problems.
