Following the discussions held in the National Assembly, I consider it necessary to present clarifications regarding the activities of "Haypost" CJSC and issues related to my tenure. I hope that the presented facts will contribute to the elimination of misunderstandings formed on the topic.
1. During my leadership, Haypost paid a dividend of 1 billion AMD to the state budget (based on RA Government Decision N 2141-A of December 23, 2021).
2. According to the results of 2025, the company suffered no loss. the ratio of revenues and expenses (the company's EBITDA) was positive. The negative indicator of around 500 million drams is caused by depreciation deductions, which is a normal phenomenon for organizations with large real estate and car fleets. It is also important to emphasize that the amortization is not a cash outflow, therefore the company, let alone the state, did not suffer actual financial losses (based on the published external audit report).
3. According to the published financial reports, during my leadership, the company's financial result in 2025 improved by about 900 million drams compared to 2024 (based on the published external audit report).
4. I am the director of Haypost who received the lowest salary and reward in the last 10 years. In previous years, even heads of individual departments received higher remuneration than I do today as the chief executive director, including during the years of state administration. Although I have mentioned many times that there is nothing sinful about receiving a high salary.
5. The approximately 5 million drams paid to me in 2024, which was presented as "other income" in my declaration, is a statutory maternity allowance.
6. I consider it necessary to remind that I assumed the duties of the chief executive director of Haypost on November 22, 2024. Therefore, it is objectively not possible to take responsibility for the annual financial indicators of 2024 or the preceding processes (revision of tariffs, etc.).
