According to the same information, drivers are stopped under enhanced surveillance without prior notification or preventive actions and are immediately fined, particularly for failure to pass a technical inspection, as well as for other traffic violations.
Discontent has arisen among many drivers due to the fact that control is often perceived not as a preventive measure, but exclusively as a process aimed at applying fines. Meanwhile, control measures should be not only punitive, but also informative and preventive, reducing the risks of surprise fines and social tension.
However, according to the drivers, the officers of the patrol service carry out secret surveillance at specific times and in specific places, with the overarching goal of fining the drivers at any cost.
In short, in pre-election Armenia, a citizen has turned into "material" for a fine.
