First, a brief "historical excursion". The Constitution of Armenia was adopted on July 5, 1995 with a referendum.
Later, the RA Constitution twice, it is clear, also undergoing changes. a) in 2005, when the presidential management model was replaced by the role of the National Assembly in 2015, when the semi-presidential management model was replaced by a parliamentary, a number of other changes were made to the constitutionalization of various state structures (Ombudsman, BDC, etc.).
In other words, the Constitution adopted on July 5, 1995 has been up to date, 2005 and 2015. with changes made.
Pashinyan himself once again announced that in 2015 The constitution with the amendments is "a suit in Serzh Sargsyan's wear."
But it did not prevent him from being very comfortable with the state authority, but by initiating an attack on the parliament from time to time.
But now the main question is that the question is that Pashinyan recently unveiled the "ideological message", many experts emphasized that he simply fulfills Aliyev's demand to change the current constitution of the Republic of Armenia.
It is so obvious that it doesn't even need to be a vivid "Thesis", such as Pashinyan's need to change the constitution, even in 2019. The catastrophic war of 2020 hindered the implementation of these ideas.
Therefore, now they have returned to the thoughts of 5-6 years ago. It was like to say, it was their long-standing pink dream, and they did not perform Ali's orders. However, this purely propaganda thesis simply does not endure criticism. It is a primitive manipul.
And here's where the "dog's head is buried." But:
We repeat, we are talking solely about some changes. Now both Pashinyan and his CP talk about writing and accepting a new constitution. And this is something significant than making changes in the Constitution.
In other words, Pashinyan and the CPF want to cancel, "water", destroy the current constitution and accepted a completely different or full new, and the "Thaza Taza" constitution. This is the problem.
Moreover, there is also a very important nuance of any other important nature, why can't the option of changing, and why is the new constitutional adoption of Aliyev?
The fact is that the preamble of the current Constitution references to the fundamental document of the Republic of Armenia, the Declaration of Independence, which reflects the right to self-determination of the Armenians of Artsakh, the sovereign law of Armenia and the armed forces.
And the preface of the Constitution, with reference, is immutable. Articles 203 of the 1st, 2nd, 3rd and Impertinal of the Constitution are similarly immutable. In other words, it was not possible to remove these theses with purely changes. So how to do their demand for their "educated and constructive" Aliyev and bypass the seemingly irregular imperial norms.
Very simple, if not primitive. Take and generally make the current Constitution and place the full new one. Nikol Pashinyan also gave the scatter to do this.
In other words, there is no old constitution, there is no preface, with reference to the declaration of independence and in unchangeable articles.
At the same time. Making changes to the Constitution, and writing and accepting a new constitution from scratch is something completely different. So, the rest are ordinary "mutitates" and manipules.
