Russian President Vladimir Putin signed a law on making changes to the Tax Code aimed at promoting the domestic fuel market, TASS reported.
One of the main provisions is the introduction of excise regulation for motor gasoline, which is produced by blending straight distillate gasoline with other components. Such a method of producing high-octane fuel is now equated with full production of gasoline.
An excise tax reduction is planned for taxpayers with a crude oil processing certificate, including cases of gasoline production using the mixing method.
The law also expands the options for refineries participating in capacity upgrade agreements. Earlier, the commissioning of equipment worth at least 60 billion rubles between July 1, 2014 and January 1, 2026 was considered mandatory. Now the period has been extended until December 31, 2026, and the minimum investment volume has been raised to 100 billion rubles.
A separate section of the amendments refers to the adjustment of the damping mechanism for organizations that supply gasoline of foreign production to the domestic market.
The compensation coefficient for fuel produced in the countries of the Eurasian Economic Union (EEU) and imported by authorized companies has been set at the level of 0.9 since June 1, 2026.
A separate procedure for calculating dampers is introduced for gasoline from countries outside the EAEU. If approved, it will be fixed on the basis of import parity, which will be calculated based on the indicative price of petrol in the Indian market and the cost of shipping it from Indian seaports. The determination of the index was entrusted to the Federal Antimonopoly Service.
The new norms come into force from today and apply to legal relations arising from June 1, 2026.
