HRD urges to refrain from publishing materials that cause children to be bullied


As a result of human rights defender's monitoring, written and verbal appeals and complaints, including calls to the hotline phone number, it was recorded that recently, videos with children's participation continue to be widely distributed on social networks, which cause children to be targeted and bullied. are from the HRD staff.

"Very often, personal data is published without the knowledge and informed consent of children and their legal representatives, which is unacceptable and illegal. Taking into account the above, the Defender once again urges to refrain from the preparation and publication of materials with the participation of children that cause them to be targeted and bullied. and from distribution.

The publication of photos and videos with the participation of children should be carried out exclusively in the "best interests" of the child and on the principle of "do no harm".

When publishing the child's personal data, placing it on information communication networks or making the personal data available to another person in another way, the requirements for making personal data available to third parties, stipulated by international and domestic legislation, must be strictly observed.

The defender emphasizes once again that in order to exclude cases of violation of children's rights in the field of personal data protection, it is necessary to carry out public awareness campaigns and trainings on the protection of personal data of everyone, and especially of children, to raise awareness, among others, about "Protection of personal data" » Regarding the requirements defined by the law of the Republic of Armenia and the responsibility for violating them.

The defender urges to refrain from the preparation, publication and distribution of such materials with the participation of children, at the same time, strongly emphasizes the ensuring of consistency by the competent state bodies, including the Personal Data Protection Agency, Television and Radio Commission, in terms of proper response to such cases.
