Public-politician Edgar Ghazaryan published Nikol Pashinyan's statement "We consider ourselves outside the CSTO" and wrote:
"This statement has only one goal: the handover of Syunik and Vayots Dzor to Azerbaijan. In other words, with this, he informs Azerbaijan that in case of a military attack on Armenia, Armenia will not turn to the CSTO, and the CSTO will not be an obstacle, because Armenia is no longer a member of that organization.
Before that, during 2024, the Russian peacekeeping forces were withdrawn from Artsakh, from Syunik, after 2020, all 17 bases of the border guard troops of the Russian Federal Security Service (FSB) stationed on the Armenian-Azerbaijani border at the request of Armenia (including from the vicinity of Tigranashen village, Ararat Marz, RA), as well as also the divisions of the 102nd military base of the Russian Armed Forces located near the cities of Goris and Sisian, Syunik Marz, RA.
Armenia also does not allow the Russian consulate general to be opened in Kapan, so that the capture of Kapan is not considered an attack on Russia (diplomatic representation) and does not give Russia the right to carry out actions arising from it.
