Edmon Marukyan, former ambassador with special assignments, writes:
"Azerbaijan is discussing that the Peace Treaty will be signed only when Armenia adopts a new Constitution without an existing preamble.
They claim that the government and political forces of Armenia should go from village to village and explain to the people that Artsakh - Nagorno Karabakh was not Armenian and what happened in the last hundred years, the Armenians are the only ones to blame. They want the people's elite to present the opposite. and deny the ideas by which the Armenian people lived.
After that, the people should go to the polling stations and vote "Yes" to the new railway construction based on these refuted theses. When the new constitution is adopted, the Peace Treaty will be signed after that.
Of course, it is not a fact that after that new demands will not be put on the table, but at this moment their expectation is exactly what I described. Azerbaijan knows what they want from Armenia and Armenia, but what does Armenia and Armenia want..."
