The government intends to form mega-communities, a draft law has been put into circulation, which proposes new enlargements of the already enlarged communities. At the first stage, the unification of Ararat and Vedi communities of Ararat Marz is being considered, the project states that community bundles will be created. Ararat and Vedi communities, with 32 settlements included in them, will be included in the group called "Ararat".
The second community cluster will be Vanadzor of Lori marz, which will include the current Vanadzor and Pambak communities with 22 settlements included in the latter. Thus, 4 communities, 54 settlements will be involved in the proposed program, and as a result of their unification, 2 communities will be formed.
It is no longer a secret that this process is not aimed at the development of local self-government, but contains clear pre-election calculations. At one time, the opposition MP Nikol Pashinyan strongly criticized this process, claiming that it leads to "desolation of villages", and today the government led by him not only continues this policy, but also gave it a new impetus. The enlargement will be followed by elections, and it is clear that Pashinyan is thinking about the upcoming elections with the aim of neutralizing the undesirable community leaders.
