"The Constitutional Reforms Council has not convened meetings for almost a month. According to the Ministry of Justice, the last session took place on April 1, under the leadership of Minister Srbuhi Galyan, the regulations related to the executive power were discussed, as well as the regulations regarding the change in the order of adoption of the constitution and the referendum. About 10 days before the meeting, Galyan announced that the text is already ready, it will be sent to the CP Department for consideration.
It is not clear what the ruling party has to do with the RA draft constitution, but we were informed that the text of the constitution was not discussed or even seen in the CP department. Nor has the Constitutional Reforms Council seen any ready text of the constitution.
Moreover, the council has not convened meetings for about a month. Council member Daniel Ioannisyan told us yesterday that it is probably because of the pre-election workload that meetings are not held, while previously they convened meetings once a week and announced that the text of the constitution would be published before the elections. Why is the process stopped? The point is that in order to submit the text to the referendum, the CP needs a constitutional majority or coalition partners, supporters, so it is not worth wasting time when the fate of them and, accordingly, of the referendum is unknown.
