In the first phase, Ankajutyan Street and the first and second sections of the Republic Street of Armash settlement will be asphalted, and in the second phase, Hayiryan Street. The owner of "Ararat-chanshin" LLC is Stepan Vardanyan. He is the brother of Samvel Vardanyan, a former member of the Ararat Community Council of Elders. Samvel Vardanyan was elected a member of the Council of Elders in 2021 on the list of the "Civil Agreement" party.
According to Article 33 of the "Public Services" Law, in the event of a conflict of interest, a person holding a position must submit a conflict of interest statement to his/her superior. If there is no superior, the official must submit the statement regarding the conflict of interest to the Corruption Prevention Commission.
The Corruption Prevention Commission examined the media publication, and by studying the information, the Commission did not find any violations of the requirements established by the procurement legislation, so the Commission discussed the subject of the publication only in the context of the community leader's failure to submit a written statement about the conflict of interest to the Commission.
As a result of the examination of the case, due to the fact that the majority of votes of the total number of members of the Commission were not secured, no decision was made in the case of administrative offense. Recently, the threshold for the participation of the authorities or persons affiliated with them in public procurement is increasing, but the level of responsibility is decreasing.
