These days, when it is announced from Azerbaijan that they are removing the restrictions on the transit of goods to Armenia, and Nikol Pashinyan also announced that he is ready to ensure the transit of trucks through the territory of Armenia from Turkey to Azerbaijan and vice versa, questions arise whether these actions should not have followed the signing of the "Peace Treaty" and the launch of the "Trump Road".
Political scientist Stepan Hasan-Jalalyan does not think that there is a possibility to sign the "Peace Treaty" because there is a condition put forward by Azerbaijan. "According to this, the Constitution should be amended. They say that there is a territorial claim to Azerbaijan, referring to the Declaration of Independence of Armenia, which is placed in the preamble of the Constitution, and there is mentioned the decision of the National Council of Artsakh and the Supreme Council of Soviet Armenia on the reunification of Artsakh and Armenia on December 1, 1989, and also Armenia's commitment to pursue international recognition of the Genocide.
These two provisions are a problem for Azerbaijan, they demand that Armenia make changes in the Constitution, after that the document will be signed. I am skeptical about this, because it is not excluded that they will put forward a new condition and say that you have to do this now. Those demands and conditions were endless. I proceed from the following point of departure.
The following problem is set for Turkey and its Caucasian partner Azerbaijan: a state called Armenia should not exist in the South Caucasus region. They aim to eliminate the Republic of Armenia from the political map of the world by all possible and impossible, peaceful and non-peaceful, forceful and soft methods, and either subject the Armenian people to genocide, literally, to physical destruction, or, if this is not possible at the moment, to scatter the Armenian people around the world, make them wanderers and, according to them, solve the Armenian question in this way. Therefore, I am very skeptical that such a document will be signed in general.
Even if it is signed, there will be no peace. I have a precedent in front of my eyes: since 1918, 14 documents have been signed regarding the settlement of the Azerbaijan-Artsakh conflict. All 14 documents were violated by Azerbaijan, according to which a significant part of these documents bore the signature of Azerbaijan.
Having peace and thinking about peace by signing the "Peace Treaty" is naive. They have peace with an army armed to the teeth. I say with certainty: if you don't have an army, there will be no peace, especially in the presence of such an enemy as Turkey and its Caucasian partner Azerbaijan. Contrary to these simple, obvious realities, Nikol Pashinyan announced the other day that the term of military service will be shortened from January 1st. It is a highly reprehensible step in such conditions, in which Armenia finds itself today," says Hasan Jalal Yan in a conversation with "Paste".
And why does the government of Armenia not initiate the constitutional amendments when it says that they had the intention to implement constitutional amendments already in 2018? The political scientist believes that the government is not in a hurry because parliamentary elections are expected in the near future.
"I assume that they will take that step in practice after succeeding in the parliamentary elections. It is unlikely that they will change the Constitution before the elections. If they regain power as a result of the parliamentary elections, I think that in that case they will try to make that change in practice, of course, declaring that they are not doing it at Aliyev's request. Such statements of theirs are not convincing, because until now they have fulfilled all the demands of the occupying and genocidal Sultan of Azerbaijan Ilham Aliyev.
Meanwhile, it was necessary not to fulfill those demands, but to set a condition that until our captives are released and return to the homeland, there can be no talk of any negotiation, let alone a condition," our interlocutor notes. We also refer to Azerbaijan's announcement to remove cargo transit restrictions to Armenia and Nikol Pashinyan's willingness to provide a link for cargo from Azerbaijan and Turkey. It was assumed that especially the transportation of goods through the territory of our country should take place after the launch of the "Trump Road".
And maybe the project of unimpeded communication through Armenia is coming to life. "I have two things to say about it. First, Azerbaijan says that it is ready to remove the restriction on cargo transportation to Armenia. I want to remind Ilham Aliyev of a statement made not so long ago. "We will not go to Yerevan by tanks, but by foot, cars and airplanes." I think that all that should be considered in the logic of his speech.
Such measures and steps fit into the logic of the sizeist, expansionist policy of Azerbaijan. Secondly, it was said that grain should come to Armenia from Kazakhstan. It would be correct to consider this issue also in the sphere of Azerbaijani-Azakh relations. Maybe it won't be Kazakhstan, it might be another country that wants, for example, to transport cargo to Armenia through the territory of Azerbaijan.
By doing this, on the other hand, Azerbaijan either establishes or develops neighborly relations with third countries, in this case, with Kazakhstan," he added.
Discussing the topic of "Trump's path", the political scientist says that whether it is called "Trump's path" or "Zangezur Corridor", the goal is to bring about a situation where it is possible for Azerbaijan and Turkey to "swallow" Armenia. "Nothing depends on the name. Azerbaijan continues to use the name "Zangezur Corridor".
There is no such expression or wording in the signed document, but they continue to go persistently towards the realization of the strategic goal formulated for them. Their goal is to eliminate Armenia, and it doesn't have to be through cold weapons, military operations, war situations.
It is also possible to do this, as Ilham Aliyev said, by walking to Armenia. One of the conditions put forward by them is the settlement of 300 thousand Azerbaijanis in Armenia. They will try to conquer Armenia in that way, if the current administration of the Republic of Armenia does not implement a policy that serves national and state interests. Azerbaijan will go for it, because it sees that the condition it puts forward is fulfilled.
Has there been a condition for so long that was not fulfilled by Armenia? We are the eyewitnesses and witnesses of these gloomy, gray, difficult times. It will be difficult for me to cite a case when Nikol Pashinyan did not fulfill Ilham Aliyev's demand, such a thing did not happen. The opponent sees what condition he puts forward, which contributes, from the enemy's point of view, to the service of his state and national interests, is fulfilled, and he puts forward the next one, then another one.
