On behalf of the Artsakh National Assembly, he turned to the OSCE Party States. The application particularly says:
"On behalf of 150,000 Armenians, men, women and children, who have been forcibly displaced by their ancestors, we are concerned about the recent request to stop the mandate of the OSCE Minsk Group.
For decades, the Minsk Group has been the only platform for a peaceful settlement of the Nagorno-Karabakh conflict. Dissolve this mechanism without consulting the people's elected representatives, for which it is created means to ignore our voices and reject our role in the process.
We urge all the OSCE member states to carry out their powers, including veto, if necessary, to prevent the liquidation of the Minsk Group, to ensure the safe and dignified return of the deported Armenian population of Nagorno-Karabakh.
This right is enshrined in Article 13 (2) of the International Covenant on Civil and Political Rights in Article 12 (4) of the International Civil Rights of the International Court of Justice by Decision 2023 of the International Court of Justice.
Any alternative regulation must provide the following basic principles:
Ensuring the right to the safe and dignified return of the Armenians of Nagorno Karabakh.
Restoration of dialogue and negotiation routes such as the Minsk Group.
The full involvement of our representatives in any discussion that determines our future.
The conflict cannot be considered solved until a whole nation remains radiated, deprived of its unrealistic rights.
The dissolution of the OSCE Minsk Group contradicts both the mandate of the Minsk Group on March 23, 1995 and the document on the 1994 OSCE Budapest Summit.
Our deportation was neither voluntary nor accidental. It was a consequence of the siege, hunger and military attack, actions that have not been properly addressed by the international community.
Contrary to these deprivation, we reaffirm our unshakable commitment to a peaceful, negotiated settlement, which will provide security, self-determination and coexistence. Eliminating the last trace of international involvement, without reliable and inclusive alternative, to root injustice and more unavailability.
Any decision to legitimize the ethnic cleaning of the ethnic cleansing of Nagorno-Karabakh in Nagorno-Karabakh and to find a lack of dismissal to leave an indelible and bloody trace on OSCE history, reputation and principle.
We call on you to act on the founding principles of the OSCE and in accordance with the obligations of international law.
We continue to be constructively constructively cooperating with the OSCE and Member States to find a fair and stable solution to our people safe, peaceful and dignified returns to their homeland.
Our future and our survival depends on your current actions.
