On the basis of the report received by the RA Investigative Committee's Economic Crimes and Smuggling Main Department, criminal proceedings have been initiated regarding cases of attempted kidnapping, particularly large-scale fraud, particularly large-scale extortion, illegal use of other people's property, and particularly large-scale bribery in the private sector. Earlier, Shamshyan reported that Harutyun K., a resident of Yerevan, applied to the Main Criminal Police Department of the RA Internal Affairs Police. He informed that in April 2025, on the instructions of Hovik Abrahamyan, the "Smart Cargo" company was founded in the name of his sister, Alla K., to import sugar from Russia to Armenia.
Harutyun K. also noted that from May 2026 H. Abrahamyan demanded that he not engage in the importation of sugar and act only as an intermediary so that the former NA deputy Samvel Aleksanyan carries out the importation, as it has been considered the latter's business for more than 30 years. In return, 15-20 thousand dollars were offered, and in case of refusal, they threatened that "their legs will be broken or one day they will be beaten somewhere".
