"Hraparak": Why do they teach standing up at the Norapat school?

"Hraparak" writes:

Students of the secondary school in the village of Norapat, a relative of Armavir Governor Vahram Khachatryan, welcomed September 1 in a building half-built, full of construction debris and without school desks. Parents alerted us to this and sent us a photo, which shows that on September 1, first-graders were standing in the classroom. Students of middle and high grades also did not attend classes for days, and those who went to school again spent their lessons standing.

This caused anger among students and parents. School principal Naira Sahakyan told them that the problem was related to the Ministry of Education, Science and Technology, but, according to the parents, when they called the hotline, they answered that the suppliers were to blame for not delivering the school desks on time. The school's developers also blame the governor in private conversations. There are rumors in the village that the governor has direct ties to the suppliers of school property. In addition, they say that governor Vahram Khachatryan is taking revenge on his fellow villagers for the defeat of the CP in the parliamentary elections in the village. We called the Ministry of Education, Science and Technology, where in response to our question they stated that construction has already been completed in one building of the Norapat school, and work is continuing in the other.

To avoid the need to move children to another community, classes have been organized in a ready-made building, but the replenishment of school property is still ongoing. We were assured that the work being carried out in the neighboring building does not interfere with the organization of the class process in the other building.

“The school is consistent in ensuring that the educational process is organized while construction work is ongoing, ensuring the continuity of children’s normal education.” We were unable to contact the school principal, but he informed the representative of the Ministry of Education, Science and Technology that the children are not studying standing up, but that the teaching process is organized in two shifts, as a result of which a situation is possible when children go to school but have to wait until the classroom is vacated. Despite various excuses and presenting the situation in mild colors, it is obvious that the Norapat school was not ready on September 1, partly the construction work was not completed, and partly the property was not delivered on time, and the anger of parents and students is quite justified. By the way, the Ministry of Education, Science and Technology did not specify a clear deadline for when the construction of the other building of the school will be completed.
As for the question of when the replenishment of property will be completed, we were informed that it is an ongoing process, and the supply of property is being carried out.
