The other day, "HayaVe" national civil association presented the concept of Armenia's national security strategy. It seems that, apart from HayaVote, no other association or political force has developed and presented such a concept. Even the government, in the hands of Nikol Pashinyan, who has the entire state system at his disposal, has not presented a new concept of national security for six years. Another question for discussion is whether he does not want to present or simply does not know how to present. In this matter, the fact that, apparently, being in the middle of several fires, is not able to orientate itself and formulate clearly what is our main external threat is important.
Meanwhile, both the professional and political community and society clearly know that the main external threat to Armenia is Azerbaijan. Unlike the current government, "HayaQue" has taken upon itself the responsibility of presenting a complete and systematic concept, in which it is clearly stated what are the external threats of Armenia, both at the global level and at the regional level. The concept clearly states what are the internal threats and what are our national interests. At the same time, the problems that need to be solved in order to protect Armenia from threats are outlined. Thus, "HayaQue" presented a systemic approach. By the way, it is also important to emphasize that many experts participated in this extensive work. The development of the concept took a year, used a huge resource of expertise, and the presentation of the concept involved nine respected experts in the field of security and an even larger group of experts who participated in the creation of the concept. The concept is based on a huge intellectual work. "Fact" inquired from Avetik Chalabyan, coordinator of "HayaVe" national civic association, why it is important to develop such a concept, and why the association decided to be a pioneer in this matter. "Our approach is that the problem is not only to change Nikol, the problem is to have a clear concept of state management after that. We see that the current election campaign is going in a populist direction to a considerable extent, and "HayaQuen" is not a populist, "HayaQuen" is a concerned organization that thinks several steps ahead. He thinks about what needs to be done after the change of power.
By making this presentation, we will soon make the whole document public, we are providing the result of our intellectual work to the entire opposition field, because we are convinced that there is a need for this. We can debate, add or subtract some points, but we believe that the country should have a comprehensive security concept. Our country, which is chronically endangered, constantly under external threat, must definitely have such a concept, which will enable us to mobilize our country's resources, direct them to the right tasks, and strengthen our country's security," says Chalabyan in an interview with "Past".
He notes that the professional response to the concept is very positive. "The problem is complex, it was presented in a professional language, the specialists reacted very positively to the concept. It will be finalized and presented to the public, and will be posted on our website for everyone to use.
Additional publicity will take place around its individual sections, there will be meetings, discussions, clips, materials, interviews, etc. And most importantly, after the change of power, we will provide this concept to the new government, maybe we will be in it, but in all cases, when a new government is formed, we will provide it to it so that it can take it as a starting point for developing a comprehensive national security strategy.
We must clearly distinguish between concept and strategy. The concept is the main ideas, in the case of the strategy, these ideas are placed on the resources, schedule, logic of certain actions. In other words, strategy is the next step. We did not pretend to develop the strategy with a very simple consciousness. we are not a government. Only the party that has the power to implement that strategy can develop a strategy. As a public institution, we developed the concept, which contains the main ideas. According to our logic, the government should take the next step in that sense.
This is the issue of the security of our country, and this is our intellectual investment in ensuring the security of our country. Basically, in modern conditions, people need to understand that security starts with understanding what your threats are, how you deal with them, what you need to do to deal with them. After that comes the actions. You can do ten things, but not do one, and from there they will enter and destroy your country," concludes Avetik Chalabyan.
