"Even if the war stops, there is no guarantee that it will not break out again," he said.

"We had a time when an agreement on the ceasefire between Azerbaijan and Armenia, which was purchased in the spring of 1994, operated for almost 30 years, but it did not mean that the war was over, it was simply transformed. The war ends only when a peace agreement will be signed, "Ali said.

The South Caucasus region has been "confrontation and enmity" for decades, he said. Today, "it is important to protect the region from any crisis," he said.

"We are now in relatively quiet periods, so we need to focus on it, create security mechanisms that will be comprehensive, and try to live next to each other, as it was during the Soviet Union," said the President of Azerbaijan.

Azerbaijan, like other countries in the region, was one of the 15 other republics of the USSR when it declared independence in October 1991. Aliyev believes that the lack of independence means that none of the countries of the region can plan his future, and emphasizes that the republics have maintained the "active cooperation."

Speaking about the current state of relations between Baku and its neighboring Armenia, the President of Azerbaijan said that "the big advantage of today's situation" is seen in a quiet period of the last five years.

However, stability comes only by agreement, he said.
