Political scientist Stepan Danielyan writes:

This is done without public, or even without parliamentary discussion, in a country governed by a parliamentary model.
In totalitarian countries, there are even politburos, councils, or juntas, where decisions of this kind are taken in a closed, more often public, even theatrical way, after consultation.
Even Genghis Khan used to convene kurultai to appoint a khan, or to make fateful decisions.
They even call a meeting in the mafia.
Today's Armenia has no counterpart in terms of governance style. Ancient Mongols, American Indians, other barbarian tribes had a higher level of state thinking and a sense of dignity.
