A criminal case has been initiated against businessman Armen Hambardzumyan, who embezzled millions of rubles from the state defense order for the purpose of repairing the facilities of the Baltic Fleet, the press service of the Military Investigative Department of the Russian Investigative Committee informed "RIA Novosti".

"The military investigative bodies of the Investigative Committee of the Russian Federation have opened a criminal case against individual entrepreneur Armen Hambardzumyan, who is suspected of committing particularly large-scale fraud while fulfilling the state defense order," the message says.

According to the investigation, in June 2022, during the execution of the state defense order for the repair of the thermal facilities of the Russian Defense Ministry, state contracts were signed with the federal state budgetary institution of the Russian Defense Ministry "ЦЖКУ" for the execution of works of more than 215 million rubles at the facilities of the Baltic Fleet. It is noted that Hambardzumyan was involved as a subcontractor in the implementation of these works.

"In 2022, Hambardzumyan, implementing the above-mentioned state contracts, committed multimillion-dollar embezzlement of budget funds, allegedly forging documents on completed works. Security measures have been taken in the form of placing a lien on Hambardzumyan's property in the full extent of the damage caused to the state," the message says.
