During the regular session of the National Assembly on December 5, CP faction deputy Vahagn Aleksanyan expressed his belief in his speech that allegedly during my leadership, 70 percent or more of the tenders were won by organizations affiliated with my family.
Taking into account that such baseless statements, especially those made from a high podium, have already become a recurring phenomenon, I consider it necessary to respond publicly, because the reality is completely different and is based on obvious facts.
Thus, in 2019, Kapan municipality announced about 18 tenders for construction works, of which Kapan "Norogshin" SP company was declared the winner in only 1.
In 2020, 20 tenders were announced, 5 of which were won by Kapan "Norogshin" JSC.
In 2021, 38 tenders were announced, of which Kapan "Norogshin" SP company was declared the winner in 9.
In 2022, 25 tenders were announced, of which Kapan "Norogshin" SP company was declared the winner in 8.
In 2023, 17 tenders were announced, of which Kapan "Norogshin" SP company was declared the winner in 2.
In 2024, as of today, 24 tenders have been announced, of which Kapan "Norogshin" SP company was declared the winner in 7.
I also want to inform you that my brother Grigory Parsyan is the director of Kapan "Norogshin" SP company, and the 100% shareholder of the company is my father Razmik Parsyan.
Kapan "Norogshin" SP company is the largest organization specialized in the field of construction in our region and since 2010 it has been in the list of major taxpayers of the republic.
I am attaching the 2019-2024 complete information about the announced tenders: the description of the works, the name of the winning companies and the contract values signed with them.
