Earlier, the speaker of Venezuela's National Assembly, Jorge Rodríguez, urged residents not to travel to the disaster zone, explaining that access is limited because searching for people under the rubble requires silence so that rescuers can hear possible signals. Journalists must also be pre-accredited to access crash sites.
