12.7 million in cash and a "real" apartment. What property did the deputy police chief leave with? "People"

"Zhoghovurd" daily writes:

"Karen Hakobyan, head of the main department of the police community police of the Ministry of Internal Affairs, deputy police chief, was appointed to the position on March 16, 2023. Zhoghovurd newspaper has studied his property and income declaration for 2024, which raises questions in combination.

Real Estate and "Actual Possession" In the 2024 declaration, Hakobyan stated that he owns two real estates. the first, an apartment located in the Davtashen administrative district of Yerevan, acquired in 2000, which was sold on August 1, 2024 for 41,000,000 drams. The second property is located in Jrvezh community of Kotayk marz, an "actually owned" apartment. However, there is no information about the owner of the property right.

In other words, the Deputy Chief of Police resides or uses property of which he is not the legal owner.

Vehicle Former deputy police chief Hakobyan did not declare a vehicle. The car is not registered in his name. Bank accounts As of December 31, 2024, the balances of his bank accounts amounted to AMD 1,361,965.

Cash: AMD 12.7 million The Deputy Chief of Police declared two amounts of cash: • 10,000,000 AMD • 2,700,000 drams Total: 12,700,000 drams in cash. There is no explanation in the declaration regarding the origin of the cash. For comparison, in the 2023 declaration, he had only 1,500,000 drams in cash.

In other words, the amount of cash has increased more than eight times within a year. Salary and obligations In 2024, Hakobyan received a salary of 14,061,000 AMD as a high-ranking official from the Ministry of Internal Affairs. At the same time, as of the end of 2024, the balance of the principal amount of his loans and borrowings was 4,831,196 drams. Thus, at the end of the year, the Deputy Chief of Police declared: • 12.7 million drams in cash, • 1.36 million drams in the bank, • 4.83 million AMD credit liability. Other incomes are not mentioned in the declaration. Family connection in the system Hakobyan's wife, Marine Baghdasaryan, works in the same system, the RA Ministry of Internal Affairs Police, as a senior inspector of the CRA.

She works in the institution where her husband is the head. Numbers and questions The facts are as follows: • sold apartment for AMD 41 million, • "actually owned" property with an unknown owner, • eightfold increase in cash within one year, • salary: 14 million drams, • credit obligations: 4.8 million drams.

Several logical questions arise in this combination. • How was 12.7 million drams in cash formed, if the annual income was 14 million drams, and no other sources were declared? • Was the 41 million drams of the sold apartment fully deposited in cash or via bank transfer, and how was it reflected in the declaration?

• Who owns the apartment in Jrvezh that the deputy police chief "actually owns"? • Why does an official keep a large amount of cash and have a loan obligation at the same time? The declaration is complete with numbers. However, the combination of numbers creates a picture that needs clarification."
