The two-day workshop dedicated to the current reforms of the Migration and Citizenship Service and the available services for violent people, which was attended by Intermediary Minister Arpine Sargsyan, has recently launched the "Strengthening Human Rights Guarantee for Human Rights Guarantee." The Ministry of Internal Affairs informs about this.

The current work on the introduction of the biometric system in all directions, as well as the structural and functional changes of the service, which will be invested in parallel with the operation of the biometric system.

In the context of the continued improvement of services provided to the citizens, Minister Sargsyan stressed that the decisions and practical steps to improve the system are based on the general evaluation and general principles of deep analysis, positive and negative aspects.

Speaking about various systems, the Minister noted that in some cases it is possible to solve the problems in partially "renovation", but there are areas where there is a need for deep transformation. In this context, taking into account the factual approaches, Arpine Sargsyan stressed that the state-private partnership format is a new building, knowledge, and the combination of everyone's efforts to improve the quality of services provided to the citizen of the Republic of Armenia.

"I want us to perceive the new format of service providing services within the framework of the state-private partnership as an opportunity, because one day we must make this change. It is not possible to customize the unmodified system for 30 years and be sure that we can provide that service with the logic that our citizen wants to see. We must follow the way more revolutionary solutions, which will actually be able to make a content change in practice, "said Arpine Sargsyan.

According to Arpine Sargsyan, the changes implemented in the MCA system are vital and are aimed at providing higher quality services to citizens. In this context, the concept of "citizen" also includes the employees of the system, which also use public services.

According to the Minister, all the details of the state-private activity format will be discussed in the near future. The draft agreement envisages that the private partner should be prioritized by the staff of the Migration and Citizenship Service.

Even if some employees do not meet the requirements of contractual relations, they will continue to work in the system of the Ministry of Internal Affairs.

In addition, it is planned to strengthen the control mechanisms with the creation of a special team to monitor the implementation of the contractual duties of the private partner.

Nelli Davtyan, Head of Migration and Citizenship Service, emphasizing the establishment of a new quality and service standard in both the private and public partner's field, cited the experience of providing consulting services for violent deportees from Nagorno-Karabakh.

According to him, it is an occasion to analyze experience and introduce the overall service.

In this context, the managers of the service and subdivisions presented the already done work and referred to the existing challenges, outlining ways to solve them.

The head of the Council of Europe Tamara Barakadadze noted that the vision of improving the system is considered in the context of human rights protection, where the protection of the rights of deported persons, and the challenges of migration flow management.
