The UN Committee adopted a Russian resolution on combating neo-Nazism


The Third Committee of the UN General Assembly voted in favor of the resolution “Combating the glorification of Nazism, neo-Nazism and other practices that contribute to the escalation of contemporary forms of racism, racial discrimination, xenophobia and related intolerance.” Russia submitted it for consideration.

116 states voted for the document, 54 countries voted against it. Representatives of 11 countries abstained from voting. The Third Committee of the UN General Assembly included an amendment to the resolution, which states Russia's desire to justify the military operation in Ukraine by the fight against neo-Nazism. The amendment was supported by 66 countries, 43 voted against, and 51 abstained. A recording of the meeting was published on the UN website.

Russia prepared the resolution in co-authorship with other countries, including China, South Africa, North Korea, Armenia and Serbia. The document recommends that states “take appropriate concrete measures, including in the legislative and educational fields, in accordance with their international human rights obligations, in order to prevent a revision of the history and outcome of the Second World War.”

The resolution consists of 74 points. It also talks about the condemnation of incidents related to the propaganda and glorification of Nazism. The text also recommends a ban on “any ceremonial celebrations” associated with Nazism. The document also condemns the use of educational materials that promote racism, discrimination and hatred based on ethnic origin, nationality, religion or belief.

The Third Committee of the UN General Assembly considers issues that relate to human rights, as well as social and humanitarian issues. In 2023, the committee adopted a similar Russian resolution to combat the glorification of Nazism.
