I am sending my letter to you because the current threats to the Republic of Armenia and society are of great concern to our society and in particular to me, as against our state 25 years ago, in 1999. on October 27, in the hall of the RA National Assembly, during a question and answer session with the government, the successor of the victim of state terrorism carried out as a result of the National Security Service's inaction.
I am extremely concerned because you are in charge of the justice system in our country, and finally, the two structures under the authority of the RA Prime Minister, the first of which is the Counterintelligence Service, and the second is the Foreign Intelligence Service. I remind you of the statutory goals of the last 2 structures I mentioned.
1. Counterintelligence is a system of functions carried out within the jurisdiction of national security bodies aimed at identifying, preventing and disrupting the intelligence activities of special services and other organizations of foreign states, as well as individual persons.
2. The mission of the Foreign Intelligence Service is to predict, prevent, counteract and protect against external threats to the Republic of Armenia and society, as well as to highlight opportunities for the development of the state by providing political decision-makers with reliable, credible and enforceable intelligence information and implementing special measures.
Your structures are tasked with predicting and preventing external threats against our state, but in 1999 The state terrorism of October 27 proves that in 1999 acting president Robert Kocharyan, 1996-99.
The structure under the leadership of the Minister of Internal Affairs and Defense Serzh Sargsyan neither predicted nor prevented the detection, prevention and disruption of the intelligence activities of special services and other organizations of foreign countries, as well as individual persons, in the event that the main terrorist was an agent of the National Security Service.
Even today we have fears in this direction, because there have been such attempts. Based on the fact that in 2019 On December 25, by the decision of the RA Prosecutor General, the reopened case of the separated part of the trial regarding the masterminds, organizers and instigators of the October 27 terrorist attack has been languishing for 5 years, I have the right to question the activities of your structures.
Now Mr. Abazyan will say loudly: 2024 Since February, this criminal case has been in the RA investigation department, you are right, but what has your organization done to reveal the reopened case of the organizers, organizers and instigators of the October 27 terrorist attack? personally, at my request, I was invited to the National Security Service several times and not only myself, as a result of this year, 2024, the Prosecutor's Office of the Republic of Armenia is the silent report released on October 27.
Mrs. Grigoryan, in the best case, will read my letter and say: I am a new organization and not responsible for the past. Read and see what gaps, to put it mildly, 1999-2003. The task of uncovering terrorism was carried out, especially in the direction of foreign organizers and patrons. There are many suspicious names that should have been interrogated. What have they been doing in RA investigation since February?
In 4 years, you did not investigate the justified questions of my lawyer Zaruhi Mezhlumyan, which could shed light on the direction of identifying the organizers of terrorism. You did nothing, you did not listen to Taron Sahakyan, who provided you with many serious facts.
Ms. Grigoryan, is your organization doing everything to prevent such terrorist attacks? Mr. Kyaramyan, I request a meeting. Chief Prosecutor of the RA Ms. Anna Vardapetyan, I request a meeting.
Finally, I have a question for the RA Prime Minister. When in 2023 On September 9, during the opening ceremony of Karen Demirchyan's statue, you announced that revealing the perpetrators of the October 27 state terrorism would bring great honor to the Republic of Armenia, the law enforcement system of Armenia, that is, your government. in order to identify the organizers, orderers, and instigators of that terrorism and you had received the necessary information, but both you and the director of the National Security Service are silent about it.
In other words, you have deprived the Republic of Armenia and your government of that honor. Even today, the head of the RA Investigation Department, Mr. Kyaramyan, remains silent. And I will not remain silent, I am a claimant, I am the owner of my state. I appeal to the investigative journalists, you should deal with the disclosure of this case. You can," the letter reads.
