The "Fact" daily writes:

The Ministry of Higher Education, Science and Technology proposes to make amendments to the Government's Resolution No. 2291-L of December 21, 2023. The beneficiaries of this resolution are students from families displaced from Nagorno-Karabakh who, until September 19, 2023, were enrolled in the paid system of the corresponding educational degrees (bachelor's, master's, postgraduate, clinical residency) of educational institutions implementing higher and postgraduate professional educational programs or were admitted to the existing system of bachelor's or continuous and integrated educational degrees of state universities of Armenia in the 2024-2025 and 2025-2026 academic years in accordance with the Government's Resolution No. 597-N of April 26, 2012.

According to the decision, 1,500 beneficiaries received tuition reimbursement in the 2023-2024, 2024-2025 and 2025-2026 academic years, for which approximately 1.8 billion drams were allocated for tuition reimbursement in 2023-2026. This project envisages providing tuition reimbursement to 500 students admitted to state educational institutions (200 admitted to higher education institutions, 300 to vocational education institutions), for whose tuition reimbursement 225 million drams will be required.

Moreover, in the 2026 budget year, about 112.5 million drams are needed (of which 75 million for those admitted to universities and 37.5 million for those admitted to secondary schools) and the same amount in 2027. Under the state budget measure “Tuition reimbursement for students from families forcibly displaced from Nagorno-Karabakh studying in educational institutions of the Republic of Armenia implementing higher and postgraduate professional educational programs”, it was planned to allocate 469.6 million drams for tuition reimbursement for the beneficiaries of this decision, of which 206.5 million drams were used to reimburse tuition for the 2nd semester of the 2025-2026 academic year (in addition, beneficiaries receive tuition reimbursement if they pass 75 percent of the average qualitative score in the previous semester).

Thus, it is proposed to make amendments to the Government Resolution No. 2291-L of December 21, 2023, as a result of which tuition reimbursement will be provided to first-year students admitted to higher and professional educational institutions in accordance with the established procedure in the 2026-2027 academic year. The draft stipulates that for first-year students admitted to higher and professional educational institutions, the condition of admission in accordance with the procedure established by the Government Resolution No. 597-N of April 26, 2012 has been fixed. After the adoption of the draft, 112.5 million drams will be needed to reimburse the tuition fees for the 1st semester of the beneficiaries admitted to the first year of higher and professional educational institutions in accordance with the established procedure in the 2026-2027 academic year.
