The policy that was followed after November 9, in particular that the whole of Artsakh was recognized as part of Azerbaijan, led to the current situation.
The authorities of the day, led by Nikol Pashinyan, are responsible for what happened. Many people consider the November 9 document a capitulation, and many say that at least the opportunities provided by that document should have been taken advantage of.
"When the document of November 9 was signed, some called it capitulation, some called it a ceasefire regime, and others called it Russia's entry into Artsakh.
If we pay attention to the content of that document, there were certain points in it that were in some way in the interests of the Armenian side, for example, the Lachin Corridor had to work without interruption, the communications had to work, the security of Artsakh had to be ensured.
The responsible of that document in terms of all points was the Republic of Armenia represented by the Prime Minister, as it was tripartite, also the Russian Federation and the Republic of Azerbaijan.
After November 9, there were violations regarding the points of the declaration, and the Republic of Armenia did not take ownership of the document it signed, by which it also did not take ownership of the fate of Artsakh Armenians.
The pro-Armenian clauses of that document were violated from time to time, and we had no claimant.
Until now, Azerbaijan is trying to implement the 9th point of the declaration with the language of coercion, and the authorities of the day avoid talking about other points, which gives reason to think that, yes, the authorities of the day agreed that the points of the declaration should not be implemented not with the implementation of the ninth point, which they also signed.
Only on that point, Azerbaijan was able to speak with Armenia in the language of blackmail, using violent force and military operations against Armenians, it was able to completely depopulate Artsakh and achieve its dream.

Don't they lead us to the point of irreversibility with their anti-national statements and make it impossible to change anything in the future? The longer the term of office of these authorities, the more difficult it is to form an agenda based on Armenian interests.
I am sure that if these authorities were changed, many issues would be solved more easily, but the current government has injected the idea that "if we are not there, there will be a war", the current authorities are terrorizing the people.
In the background of this terrorism, it is very difficult to get the power to remove these authorities and to form an agenda based on Armenian interests. but not impossible.
It is possible to return to Artsakh if we have such a government that will pursue bringing the issue of Artsakh to the agenda on international platforms," concludes Davit Galstyan.
