The Ministry of Territorial Administration and Infrastructure proposes to make an amendment to the Law on Waste and the Tax Code. The need for the adoption of the projects is due to the renewal of the fleet of vehicles operated in Armenia, the provision of financial resources for the further use of vehicles and the increase of the level of traffic safety. It is noted that the country does not currently have the use fee system used in other countries.
As a result of the absence of the system of the withdrawal fee for vehicles, a large number of cheap, old vehicles are imported into the territory of the republic, which do not meet the requirements set for the high ecological class and cause great damage to air cleanliness due to emissions. The usage fee is a one-time fee that is paid only once per vehicle. The usage fee is intended for the disposal of the vehicle in accordance with all environmental standards. Compliance with these standards ensures the preservation of the environment, as well as the life and health of citizens.
In order to introduce the user fee system, it is necessary to develop an appropriate legal framework. For this purpose, an amendment is made to the "Waste" law, establishing a requirement for a disposal fee for motor vehicles imported to Armenia or produced in Armenia, self-propelled vehicles and their attachments, the disposal fee payers, the amount of disposal fee, and the specifics of collection are defined. At the same time, changes are being made to the Tax Code in order to exclude double taxation for environmental purposes.
After the adoption of the package of draft laws, the corresponding by-laws will be developed. As a result of the adoption of the project, it is expected that the transport fleet will be renewed, the number of old, broken vehicles will decrease, and the environmental situation will improve. If the project is adopted, it is planned to increase the revenues of the state budget, it will also be necessary to develop drafts of sub-legislative legal acts.
