"Zhoghovurd" daily writes:
"The scandalous head of the community of Spitak, Kajair Nikoghosyan, who always appears in the stories of fights, has officially presented a statement that, with incomprehensible reasons, he received a pension from the State Food Safety Service (SFS). Introducing the head of the community of Spitak, perhaps we should start with the most recent case.
This time he is accused of beating a citizen in the corridor of the municipality hall. Gagik Eminyan, a resident of Karadzor, one of the villages of the community, told how Nikoghosyan beat him and cursed him in the hallway of the municipality, and he somehow escaped from the hands of the community head.
Two years ago, Spitak leader Kajayr Nikoghosyan and his son were again at the center of a scandal in another village of the community, Saramej. Two of the 1,500 residents of the village often appeared in the Spitak municipality, asking the head of the community to come to the village to talk about the problems of the village, including the "waterless irrigation season". This was not to the liking of the head of the community, a member of the "Civil Agreement".
He called the administrative head of Saramej and told him to write a resignation letter, you are not a good mediator between the village and the municipality. From this, the village was divided into two parts. Days later, the son of the mayor, Gor Nikoghosyan, with his supporters, beat the husband of administrative head Tamara Minasyan while entering the store late in the evening.
After investigating the case for a year, last year the mayor's son, who was appointed director of Spitak's "Haypost" after the beating, was found guilty and sentenced to one year of probation. And what did father and son Nikoghosyan declare: Kajair Nikoghosyan has been holding the post of Spitak's community mayor since 2021.
According to the declaration of real estate, income, interests and expenses of 2024, Nikoghosyan owns 5 real estates: 1 plot, 1 apartment, 1 garage in Spitak city and 1 apartment, as well as 1 non-residential area of an apartment building in Yerevan city. The mayor did not declare a means of transportation.
The balance of his bank accounts was 467,000 drams, and his cash was 21,000 drams. Incomes of the mayor of Spitak for the reporting year amounted to 7 million 977 thousand drams, of which 6 million 340 thousand drams are wages from the staff of the municipality of Spitak, 1 million 137 thousand drams are income tax returns from the RA SRC. And here, 499 thousand drams from the income is a pension from a structure that has nothing to do with the pension. How Nikoghosyan received a pension from the State Food Safety Service, even when he has nothing to do with the organization or the sector, is questionable.
Nikoghosyan is the chairman of Spitak TC Council of the "Civil Contract" party. Kajair Nikoghosyan's wife, Armine Hakobyan, is an individual entrepreneur, her daughter, Laura, is a doctor at Vanadzor Medical Center. Nikoghosyan's son, Gor Nikoghosyan, according to the 2024 declaration filled out by his father, does not work. however, it is stated that he received an income of "36 million 753 thousand drams per year".
5 million 625 thousand drams from the income of the mayor of Spitak is "income received for entrepreneurial activity" from the private limited company registered under his name. 27 million drams of the income is a loan from "Akba" bank, 3 million 669 thousand drams is a salary from "Haypost". Kajair Nikolhosyan's son, Gor Nikolhosyan, received 458 thousand as a refund of income tax. 433 drams. As the immovable property of the community head of the given year the son declared: "1) multi-apartment residential building - a building with more than one apartment, non-residential and common use areas, 2) 1 apartment in Spitak community." Gor Nikoghosyan received a donation from his mother in 2023.
