Former SRC President Vardan Harutyunyan has been illegally detained since August 8, 2025. According to lawyers, there are many previous circumstances in this case.
One of them is that the Prosecutor General has lifted the short criminal proceedings without any new circumstance and has actually revived the "dead" criminal case after 7 years. This decision can be a new precedent, and any completed case cannot be considered really completed. By such a decision, investigators and prosecutors are conveyed that their decisions that have been tested can be eliminated at any time, and criminal proceedings may be filed against law enforcement. Under these conditions, criminal proceedings, criminal prosecution may become uncertain or eternal. Such an attempt was not in any European country, as the reopening of the case should take place only in case of exceptional new circumstance.
In connection with about 70 days, investigators claim the risk of obstructing our inquiry, while they have filed a lot of motions on their own initiative, which have simply been rejected because there can be no such risk on charges. In other words, Vardan Harutyunyan's detention is being preserved without a legal basis.
In general, it is also a very dangerous precedent that investigators claims to obstruct the investigation, but by doing no action, they are artificially trying to maintain detention. The European Court of Human Rights has repeatedly recorded such cases with judgments against Armenia that the troubled detention should be extremely reasoned, and the presumption must be in favor of a person's release.
The lawyers informed us that they received the court's decision, according to which the detention was extended for a month, but no criteria required by the European Court.
