The so-called Shatdown took place because the Republicans and Democrats failed to reach an agreement on expenditures, the Upper Chamber of the US legislature rejected the two bills offered by the parties.
The bill proposed by the Republicans and the House of Representatives, which allowed it to avoid Satdown, received the approval of 55 members of the Senate, and 45 were against.
