All roads in Armenia are open to Azerbaijan, Prime Minister Nikol Pashinyan stressed this in his article published in "Armenpress". The article is the most common manner or escalating by Azerbaijan.
Azerbaijan says Armenia does not fulfill its obligations, citing the obvious fact that the ways of communication between Armenia and Azerbaijan are closed.
First of all, it should be noted that Armenia has no unilateral obligation. Both sides have pledged to open all transport and economic communications for each other.
Today, no transport or economic communication of Azerbaijan is open to those passing through Armenia or Armenia, no road, non-rail, non-pipeline, non-power supply line, non-cable. All roads in Armenia are open to Azerbaijan. As early as 2022, the government was put into circulation on the opening of three border border border on the Armenia-Azerbaijan border, which is about enabling the territory of Azerbaijan to enter the territory of the Republic of Armenia, to Nakhichevan and Turkey.
These decisions were not made only due to Azerbaijan's denial position and the Government of the Republic of Armenia may be adopted within a week or two. Of course, there are no access to Nakhichevan's entrance infrastructure and should be built, but it can also be done quite quickly.
But right now, in terms of purely physical infrastructure, for example, trucks can enter the territory of the Republic of Armenia through the Lachin-Kornidze section, to enter Turkey through our roads and enter Turkey through our roads. Same and in the opposite direction.
The physical infrastructure needed for such transit shipping is now ready, it remains a de jure decision. We are ready to make such a decision if there is interest in Azerbaijan's and Turkey. It can also make trucks of other countries. But once again, I want to make sure that Armenia has never acknowledged, it has never agreed that security in its own area, including international or Azerbaijani passenger transportation or freight, should or may be exercised to another country. There has been no such thing, there isn't just. On the contrary, Armenia has pledged to guarantee the security of the transition, which we are ready to do. Armenia has never committed any written or verbal obligations, has not agreed that it may not agree to agree on its sovereignty, jurisdiction or territorial integrity, including Nakhichevan Autonomous Communications from the Republic of Armenia through Western Azerbaijan.
The Nakhichevan Autonomous Republic of Nakhichevan (Nakhichevan Autonomous Republic) is a subtitle of the Regional Price Guys from Western Azerbaijan, and Armenia has never held an obstacle here. Moreover, we have been maximally creative and flexible in this issue and continue to be.

Now, given Azerbaijan's claim that the citizens of Azerbaijan have resigned by the RA border and customs control over the long-term conflict. At the same time, we have offered a written option that it does not diminish the sovereignty, jurisdiction and territorial integrity of none of the parties.
If Baku's concerns are to ensure reliable cargo transportation with Nakhichevan and in the opposite direction, the issue has been resolved. It remains to say that Azerbaijan will say yes. Some time, the construction of the Nrnadzor-Short Railway in the territory of the Republic of Armenia will last. A short piece of railway should also be built in the border sector with Yeraskh Nakhichevan, but this is necessary for Armenia-Armenia-Azerbaijan-Turkey railway connection, and this work can be done quickly. On the same principle, we are ready to provide transit to the pipelines, power lines from Nakhichevan to Nakhichevan. It is unclear why these proposals are rejected by Azerbaijan. I hope to build a false opportunity for noncoscathement. Azerbaijan also states that if Armenia does not provide a way to Nakhichevan, they will provide the Western Azerbaijan-Nakhichevan connection through the territory of the Islamic Republic of Iran. After the time, we are not against the issue of Iran's relations and their decision. But we also say that the Republic of Armenia is ready to provide the transition from Western Azerbaijan to the Nakhichevan Autonomous Republic on what terms on what terms. In response, Azerbaijan states that the transition should be unhindered.
In other words, the transition from Iran is hindered, because we say we are ready to provide the same passage through the same legal conditions. On the principle of reciprocity, we are ready to make some simulation procedures and implement autonomous mechanisms.
Why is Azerbaijan rejecting these constructive proposals? My conviction is clear. The opening of all regional economic and transport communications, including the territory of the Republic of Armenia through the territory of Nakhichevan, in the opposite direction of Nakhichevan, from the territory of Nakhichevan to the Republic of Armenia, and the opposite direction of the Republic of Armenia, and only Azerbaijan's consent is needed to implement it.
