The “Hraparak” newspaper writes:
“After a heated discussion in the National Assembly with the participation of relatives of the missing, the authorities have realized that their complaints regarding the inaction of state institutions may not be forgiven. And a few days ago, a closed working discussion was held in the National Assembly Defense Committee with the participation of the Ministers of Internal Affairs, Justice and other officials to give a legal definition to the status of “missing” persons. Relatives of the missing are forced to seek confirmation of the status of the deceased through the courts in order to benefit from state support.
The draft law “On Missing Persons” has not become a law for years, since the positions of state structures are different. The Ministry of Defense believes that these issues have been fully resolved, there is no need for a separate law. However, during the committee’s discussion, they came to the conclusion that this status should be defined by a separate law. The issues of the rights of the missing and their relatives arose back during the first Artsakh war.
According to official data, from 1988 to 2005, there were 437 missing persons, of which 224 were servicemen and 213 were civilians. After 2020, there are 187 servicemen and 21 civilians. It has been decided that the law should apply to all times."
