Putin signed the relevant decree, but it is not yet available on the official legal information portal. The appointment came as a big surprise to the Russian military, judging by the backlash, as Muradov's last name became famous during the fighting in Ukraine.

The term "Muradovism" has been coined, implying a poorly organized attack with densely mechanized columns without engineering reconnaissance and no artillery support. This is exactly the kind of attack Muradov organized during the battles for Pavlovka in November 2022 and the attack on Ugledar in February 2023.

Then the Russian troops suffered huge losses in personnel and equipment. Muradov was criticized for stupid tactical decisions, irresponsibility, tyranny and incompetence.
