More than 1,700 coal, oil and gas lobbyists have logged into Cop29, the report said.

The 10 most climate-vulnerable countries have a total of only 1,033 delegates to the negotiations.

"The presence of industry overshadows those on the front lines of the climate crisis," the analysis says.

The conclusion was made during the first week of the climate summit. A few days before the start of the negotiations, Azerbaijan's Deputy Minister of Energy and Cop29 Executive Director Elnur Sultanov agreed to facilitate oil deals in the negotiations.

Many fossil fuel lobbyists gained access to Cop29 through trade associations. The International Emissions Trading Association had the largest number of participants, with 43 representatives from oil majors such as TotalEnergies and Glencore.
