Zelensky has a new plan


President of Ukraine Volodymyr Zelensky has approved the updated structure of the country's defense program, according to the decree posted on the website of the head of state.


The text of the document is not disclosed. it is classified as "for official use only". Under the updated structure, the government, together with the Security Service of Ukraine, the Foreign Intelligence Service and the National Bank, will be required to develop a program for the defense of Ukraine. Then the document will be presented to the National Security and Defense Council for consideration.


The previous structure, which was in force since 2020, was declared invalid. The same applies to two other documents classified as "for official use only".


In November 2025, Zelensky spoke about the need to update Ukraine's defense program and key security documents, taking into account combat experience. He instructed the then head of the Ministry of Defense, Denis Schmigal, to prepare appropriate proposals for the cabinet. Since January, Shmigal heads the Ministry of Energy, and Mikhail Fedorov replaced him as the head of the military department.
