"That statement does not fit into any framework and indicates the bias of the UN Secretariat and its structures. This is a scandalous statement," he said during the session of the "United Russia" party.
The official representative of the Ministry of Foreign Affairs of the Russian Federation, Maria Zakharova, described the conclusion made by Antonio Guterres as "wild".
