"The ruling "Civil Agreement" faction called an extraordinary session in the National Assembly without publicly clarifying what issue is being brought to the agenda. No one officially comments to "Zhoghovurd" daily about what bill they presented in an emergency and what is the "vital" importance of that haste. Our sources of the CP inform that the core of the emergency session is the legislative change related to the work of observation bodies during the elections.
According to the sources, a part of the Electoral Code was approved last year, but without the proposed amendment, the RA President cannot sign the law according to the already accepted norms. And that is why the government intends to make these changes today, holding two readings in the National Assembly. It will then be quickly sent to the president for his signature so that the law can be implemented in June's elections. But even with this reasoning, there are more questions than answers.
In particular, NA Speaker Alen Simonyan called a session of the NA Council at 10:30 in the morning, and an extraordinary session is scheduled for 11:00. In other words, there is actually zero time left for the deputies to familiarize themselves with the bill, present proposals, organize a discussion and hold professional hearings on the topic.
As a result, another "accelerated democracy" is obtained, when the government makes the emergency mechanism not a tool of exceptional necessity, but a technology for "implementing" the projects, bypassing the opinion of the opposition deputies. And the most interesting thing is that the agenda is, in fact, kept uncertain until the last moment. If the change is really mandatory for the legal organization of elections, why is the content, impact, risks and justification of the project not presented on the public platform?
