For years, the press regularly writes that the "Charlotte Cabaret" night club operating at 25 Marshall Baghramyan Avenue is operating with open and continuous violations. This is no longer news. the facts are published, the alarms are numerous, the violations are visible to everyone. For all, except for one structure, the Anti-Corruption Committee. Resolution No. 188-N of the Yerevan Council of Elders clearly states that such an object cannot be located less than 100 meters from residential buildings.
"Charlotte Cabaret" has been violating this requirement for years and continues to operate without any real consequences. And this in itself is a clear disregard of the law. The residents' night rest is constantly disrupted. noise, groups under the influence of alcohol, arguments. There is a violation of public order, not for a day, not for a month, but for years. And all this in the center of Yerevan, in the zone of direct control of state institutions. However, the most sensational fact here is that the Anti-corruption Committee did not initiate any proceedings under the conditions of this whole picture. No official investigation, no preliminary investigation, no clarification.
In response to the media's questions, the Anti-corruption Department said that as a result of operative-investigative measures, no grounds were found to initiate proceedings. For the Anti-Corruption Committee, the illegality that has been in place for years simply "doesn't exist". The law enforcement officers are also silent. This is no longer negligence. When the obvious violation does not become the basis of the proceedings, when the illegal activity that has been in place for years does not raise any questions, it is already a systemic turning a blind eye.
And blindfolding is a direct indicator of the corrupt environment. This issue will continue to remain in the center of attention of the media field until those responsible react appropriately and notice what has been visible to the public for a long time. When the law is applied selectively, it is no longer a failure, but a silent defense of corruption.
