"Zhoghovurd" daily writes:
"Today, on December 23, the Yerevan Council of Elders is holding the 4th year-end session of the 5th session of the Yerevan City Council of Elders, during which the Council of Elders will adopt the rates of local fees for 2026. Within the framework of the meeting, taking as a basis the 1st and 3rd parts of Article 16 of the Law "On Local Duties and Fees", the Yerevan city authorities included the reports "On setting privileges for 2026 local fees in Yerevan community" and "On setting privileges for 2026 local fees in Yerevan community" on the agenda. Within their framework, the Yerevan Council of Elders must "again", this time for the next year, approve the project on city fees and charges, including the project on the scandalous "Red Lines" price increase.
Gevorg Stepanyan, a member of the Council of Elders of the "Mother Armenia" faction, has already announced that today, during the session of the Council of Elders, a project with high fees will be presented for discussion again. Let's remind what was the scandal of this program.
Until 2024 On January 1, one common price was set for parking lots in Yerevan. However, in 2023 By the decision of the Yerevan Council of Elders adopted at the end of the year, the city was divided into two zones: "A" and "B". The one-year price for parking in the "A" zone of the red lines was set at 160,000 AMD instead of the previous 12,000 AMD, and in the "B" zone at 24,000 AMD. Parking fees for 1 hour, week, month also became more expensive.
For example, previously the fee for 1 hour was 100 drams, and in 2024 from January 1, 300 drams were set for "A" zone, and 200 drams for "B" zone. The "Mother Armenia" faction of the City Council challenged the provisions of the 2024 and 2025 Council Decision regarding paid parking lots in the Administrative Court. In both cases, the Administrative Court invalidated the mentioned provisions, but the decisions did not enter into legal force, because the Yerevan Council of Elders appealed.
Now it turns out that if the council votes today and re-approves the rates of local fees, the project will again be invalid, but valid. And if a quorum is not secured at the meeting, then it is possible that the project will not be implemented."
