On October 21, Russian President Vladimir Putin congratulated the newly appointed President of Vietnam, Liong Kiong, "RIA Novosti" reports. The text of the congratulation was published by the press service of the Kremlin. In the cable, Putin noted that Vietnam is Russia's strategic partner and expressed hope that the new president will promote the development of bilateral cooperation that "corresponds to the fundamental interests of friendly peoples." He also wished success, prosperity and good health to Liong Kiong.

Leong Kiong was elected the President of Vietnam on October 21, with the ratio of votes of 440 members of the country's National Assembly.

The former leader of the state, Ko Lam, became the new general secretary of the Central Committee of the Communist Party of Vietnam and resigned from the post of president. Kiong is 67 years old and has been in the armed forces since 1975. He held the positions of political commissar, deputy head of the main department of the army district, and was the chairman of the main political department of Vietnam.
