"Having learned that a few days ago, the Ministry of Education and Culture sent circulars to school principals regarding the provision of additional payments, and there are rumors that teachers may not receive additional payments at the end of the year, I addressed the issue by posting on my page.
In a written request, I also requested a detailed clarification from the Ministry of Education and Culture about what kind of circular we are talking about, and whether there is an order from the Ministry not to provide extra payments to teachers this year.
I received a reply, according to which the KGSMN simply reminded the directors of the reward procedure in a circular.
The answer also states that rewarding the rest of the school staff is a matter within the competence of the schools and can be carried out by them, in accordance with the procedure established by the legislation, in case of the availability of appropriate financial resources.
The Ministry of Education and Culture states that the provision of bonuses and bonuses to school staff should be carried out in accordance with the legislation, the knowledge and application of which is first of all the direct responsibility of the executive body of the schools, the director and the administrative and economic coordinator.
However, the issue is that the management of the school budget has been transferred to the Ministry of Education and Culture, and according to my information, the executive bodies of the schools generally want to provide additional fees, but do not know how to proceed, firstly due to the lack of funds, and then any illegality. in order not to be accused of the act.
In addition to sending circulars, the Ministry of Education and Culture should think about solving this problem by helping school principals to implement the payment of bonuses, as has been the case for years.
In this situation, the teachers suffer, who, in the conditions of a rather low salary, are also deprived of the additional payment. I will pursue the problem until the final solution. I consider this kind of behavior towards school staff unacceptable and I am going to send additional letters and personally contact the Minister of Education and Culture.
